How can I tell if things my girlfriend are doing are signs of cheating?
My girlfriend has been acting weird lately, and I don’t like it.
I may be over-reacting to stupid things but it’s a lot of small things.
A list of a few things she’s done lately:
Not looking at me when she talks to me.
She holds my hand but kind of just lets it sit there like I’m the one holding it.
She waits for me to say I love you on the phone, and doesn’t say it until I do.
She doesn’t call me when she says she’s going to.
She waits for me to call her and never calls me anymore.
She doesn’t leave me voicemails if i don’t answer my phone when she always used to.
Am I just over-reacting to these things or are these things i should be suspicious of?

These are not necessarily signs of cheating.
Cheating generally presents itself with signs like, a new look, more attention to their looks and hygiene, being unavailable at times when they were generally available, being out of reach (IE) not answering the phone, those kinds of things.
This sounds more like there is a big problem in the relationship and you need to get on the track to communication, be certain to really listen to what she is saying, she may have already said it, but you weren’t able at the time to hear it. Her affect and behavior sound like she is distancing herself from you for certain, your task now is to open the lines of communication, it may not be to late.
