How can you do reverse cell phone lookup in Canada?

I’m looking for a name to a cell number I have from Toronto, Canada. I tried the Reverse Phone Detective website, paid the 16$ and I got nothing! It just listed the cell phone provider, but it garanteed 100% that it would list the name and address…sooo either this is just a scam (bye bye to my 16$..) or maybe that number is not listed?

IS THERE ANY GOOD AND RELIABLE WEBSITES OR PROGRAMS I CAN USE?? I really need to find this person’s name…
