Who should be held accountable in a cheating relationship?

I was just talking to a friend. He is gay. And he has this "guy" who lives far away from him and he sees him on his road trips back and forth from here to where he goes to University. I’ve heard him talk about this guy before and how much he likes him but because he’s going to be seeing him in two weeks he brought him up again tonight. This guy that he likes so much now has a boyfriend. But he has agreed to meet up with my friend regardless. He tells my friend that he’s "always going to be number one and at the top of his list." The fact that he even has a "list" is a whole other topic. So basically they’re going to hook up in a hotel room. First of all, I told my friend how dirty that is. Second I said how terrible it was of him to allow this guy to cheat on his boyfriend with him. He said he doesn’t care about that other guy. And no matter what I said or did to him I just couldn’t convince him to not do it! He says that it’s not his problem it’s the guy’s problem to tell his boyfriend. Isn’t my friend accountable in this as well? I am pretty disgusted but what can I really do? He’s my friend and I can’t tell him what to do. I just want to know what I can say to him to help him realize that was he’s doing is wrong. Any ideas?
Sorry I guess I should have asked - who is accountable here? My friend thinks he’s free and clear from any responsibility, however, he is obviously encouraging the cheating. Doesn’t that make him just as bad?
